Heartland-Energetics Joint Venture was awarded a GSA 8(a) STARS II contract under Constellation I for all four functional areas. 8(a) STARS II is a multiple-award, indefinite-delivery/indefinite quantity (IDIQ) contract engineered to provide cutting edge technology solutions from award-winning 8(a) small business to federal agencies. Constellation I required contract awardees to demonstrate technical proficiency and offer competitive prices. If the work fits into a Functional Area and a does not require any specific credentials, it is a Constellation I opportunity.

8(a) STARS II Characteristics

8(a) STARS II is a multiple award, indefinite delivery, indefinite quantity contract vehicle 5-year base with one 5-year option period. There are four (4) distinct Functional Areas (FAs) designated by the North American Industry Classification System (NAICS):

FA 1: NAICS 541511 Custom Computer Programming Services: Custom Computer Programming Services. Includes writing, modifying, testing, and supporting software to meet the needs of a particular customer.

FA 2: NAICS 541512 Computer Systems Design Services: Includes planning and designing computer systems that integrate computer hardware, software, and communication technologies. Includes installation of the system and the training and user support of the system.

FA 3: NAICS 541513 Computer Facilities Management Services: Includes the provision of onsite management and operation of clients’ computer systems and/or data processing facilities.

FA 4: NAICS 541519 Other Computer-Related Services: Includes providing computer related services (except custom programming, systems integration, and facility management services).

8(a) STARS II Benefits

Directed task orders up to $4 million each for federal civilian agencies and DoD. Hardware, software, related supplies and services must be procured as part of an integrated technology solution. Pre-competed, easy-to-use contracts. Support small business and meet procurement preference goals. Availability and access to proven small business and 8(a) technology providers. Short procurement lead time. Low user fee (0.75 percent) built into contractors’ ceiling prices. Small Business GWAC Center provides IT specialty contract administration. 8(a) credit can be transferred back to client agency via Federal Procurement Data System (FPDS). Program ceiling: $10 billion order placement.
